Налоговый кодекс обсудили – радоваться рано
Чиновники положительно оценили внесенные в проект налогового кодекса изменения. Основными преимуществами кодекса называют упрощение процедур администрирования, определения правил в отношениях между плательщиком и государством, и уменьшение ставок налогообложения.
Со своей стороны налоговики обещают решить спорные вопросы относительно упрощенной системы и учесть предложения во время второго чтения в парламенте.
Для UBR комментирует Сергей Лекарь, заместитель главы ГНАУ: "Сегодня работают телефоны, call-центры. Сегодня работают общественные приемные. У налоговых администраций и таможенных органов - продленный рабочий день для приема обобщенных соответствующих предложений. Рабочие группы, начиная с районного уровня, областного до центрального. И это как раз тот формат работы, который дает возможность выслушать всех, кто имеет желание высказаться".
Вместе с тем эксперты отмечают: на всенародное обсуждение вынесен проект налогового кодекса, утвержденного парламентом в первом чтении. А должен был обсуждаться уже измененный документ, за который народные избранники будут голосовать во время второго чтения.
"Я должна посмотреть, какую редакцию вы хотите голосовать, а не то, что ночью написал Минфин с Налоговой, не обсудив даже в Кабмине. То есть, какая это редакция, кого это редакция? Почему не 5000 поправок, почему всего 300 поправок", - говорит Александра Кужель, глава Госкомпредпринимательства (2000-2003,2009-2010 гг.).
В ближайшее время намерены провести еще три круглых стола по обсуждению проекта Налогового кодекса: на западе страны, востоке и юге. Завершить процесс планируют 20 августа, а уже осенью - вынести на голосование Парламента.
